Access permits for Tube counts
Before you get out there this summer and throw down some tubes -
Any agency, company, or organization needs to submit an application for a highway access permit to conduct any short-term tube counts on State maintained transportation facilities. According to Craig Keller of the VTrans Utilities and Permits division, this permit would be good for one year of data collection.
The organization conducting the tube counts must contact the appropriate District Transportation Office prior to beginning work.
New safety data requests
VTrans has developed new guidelines for how vehicle crash data is included in traffic impact studies. Due to concerns over access to personal information included in some of the crash records it is now necessary for every firm/organization requesting individual crash records to send in a new form to the State DMV.
“[VTrans] is governed by the Driver Privacy Protection Act (DPPA) (18 U.S.C. 2721) regarding driver information that is available. We are adding a new appendix to the guidelines specifying the procedure consultants need to follow to obtain the information.”

TIS Subcommittee
The VT ITE chapter has formed a sub-committee that is working to address certain issues within our permitting framework related to traffic impact studies. Of the many topics that will be discussed, the following highlights the primary issues the group will focus on:
Primary Issues:
* Study intersections: Geographic range and what types of intersections.
* Alternative Analysis hours: Saturday, Sunday, AM.
* Can we set up an accepted methodology for roundabout analysis?
* Definitions of a Major Development: What size, land use, etc., constitutes a major development.
* Analysis for oversaturated conditions.
* Guidelines for micro-simulation use
* Are there appropriate LOS thresholds for urban or built areas than more rural areas.
June meeting topics
